CARES ACT Quick Guide

The President signed the CARES Act, a $2.2 trillion aid program to provide emergency assistance and health care response for individuals, families, and businesses affected by the 2020 coronavirus pandemic. This quick guide is a good over view of what is contained in the act, as well as the organizations to contact for additional information.

From the information we are learning about this act is that many of these loan programs may be forgiven if the money is used for the intended purpose. Please review carefully. 

The CARES act has programs for: 

  • Paycheck Protection Program 
  • Recovery Rebates 
  • Expands Unemployment benefits and more

Utah Economic Response Task Force

  • The Utah Leads Together economic response plan recognizes the value of facing uncertainty with a dynamic, data-informed, and unified plan. It gives structure and order, to what can otherwise be an unclear and difficult reality. The plan conveys three phases of response: urgent, stabilization, and recovery. These phases help businesses correctly balance the health of employees with planning imperatives necessary for continuing operations. Review the Entire Plan Here.

For all health related questions and for official information about the coronavirus in Wasatch County follow the Wasatch County Health Department on Facebook and Twitter. All public health related information and FAQs about the virus can be found online at coronavirus.wasatch.utah.gov.

Q. What is the chamber and tourism office doing to help?

As social distancing and soft closures continue to be implemented our office is adjusting our in-state and out-of-state marketing messages. We are shifting our messaging to be more awareness and brand recognition. It is our hope that these messages will help keep Heber Valley top of mind when they are ready to travel again. Additionaly, we'll focus on our outdoor amenities such as state parks, trails, and so as far as those things remain open to the public.

Q. Will the April Chamber of Commerce meeting be held?

At this point our staff is working with the chamber advisory group to help determine the next best steps. As long as mass gathering restrictions remain in place we cannot hold our meetings at Utah Valley University Wasatch Campus. If you'd like to suggest ideas about the April Chamber meeting please send them to [email protected].

Q. What resources are available for my business?

To help make ends meet, the Small Business Administration is offering low interest loans to businesses that are adversely affected by the coronavirus. Step-by-step information about the application process can be found online at - https://www.sba.gov/funding-programs/disaster-assistance.

Additionally, businesses may want to help their employees understand temporary unemployment insurance for those affected by COVID-19. Info on that can be found at the Utah Department of Workforce Services.

Utah Governor's Office of Economic Development Bridge Loan - 

In response to the needs of local businesses, the Utah Governor's Office of Economic Development has announced the Small Business Bridge Loan Program. Loans range from $5,000 to $20,000 with 0% interest for up to 60 months. Details, and applications can be found at this link.

Each year, Wasatch County generously provides grant monies to increase tourism awareness and overnight stays in the Heber Valley. Through an appointed advisory board, grant monies are allocated to event organizers based on merit, need, and the potential of attracting a significant number of overnight visitors to the area. 

Grant recipients are to use the special event marketing co-op funds exclusively outside of Wasatch County in the form of marketing, advertising, and promoting their events.  Any promotional item that is created using grant money should include the official Heber Valley Tourism logo. For questions about the program, contact Jessica Broadhead, Marketing and Operations Manager, at 435-654-3666 or by email at[email protected].

 The 2019 application is due on January 1, 2019. All applications must be received by 11:59 pm MST on January 1, 2019 to be eligible for funding. See document for full application requirements. Each application wil be scored based on the following criteria:

  • Quality of proposed marketing strategy
  • Potential to increase overnight stays within the Valley and evidence of local lodging partnership
  • Expected revenue and positive economic impact generated
  • Projects aimed at attracting more visitors during shoulder season (spring, fall, and winter)
  • How crucial is this grant funding to the success of the proposed campaign
  • Strong community support and involvement
